Wellesley, Mass., and Watertown, Mass., (January 28, 2021) The combined organization of Tufts Health Plan and Harvard Pilgrim Health Care announced today that its chief executive officer, Tom Croswell, will retire this summer. The organization’s board of directors has initiated a succession planning process to identify Tom’s successor.
Tom joined Tufts Health Plan in 2007 and was named president and CEO in 2016. Earlier this month, Tom assumed the role of chief executive officer of the combined organization of Tufts Health Plan and Harvard Pilgrim Health Care.
"After 50 years in the health care services industry, five years as president and CEO of Tufts Health Plan and now CEO of the newly combined organization, the time has come for me to move on to the next phase of my life," said Tom Croswell. “I’m incredibly proud and humbled by the hard work, commitment and collaboration of Tufts Health Plan and Harvard Pilgrim employees. Together, we have built a strong, combined organization that harnesses our strengths and brings value to our members, the communities we serve and to each other. It is an honor to help lead such an extraordinary organization of talented and caring people. I look forward to working with the board to ensure a seamless transition to my successor.”

Prior to his leadership position at Tufts Health Plan and the combined organization, Tom was senior vice president of medical management and specialty businesses at CIGNA HealthCare. He also served as president of CIGNA’s dental, pharmacy and workers’ compensation businesses. Earlier in his career, Tom held senior leadership roles at Prudential Insurance Company, including president of its Western Region and senior vice president of its individual insurance organization.
Tom is a board member emeritus for the Alzheimer’s Association Massachusetts/New Hampshire chapter, for which he has served as board chair. He is also a member of CEO Action for Diversity & Inclusion, committed to advance diversity and inclusion in the workplace. Tom is currently chair of the Massachusetts Association of Health Plans (MAHP), which represents 17 health plans covering more than 2.6 million Massachusetts residents. He also serves on the board of directors of the New England Council, Massachusetts Business Roundtable, Rhode Island Quality Institute and America’s Health Insurance Plans.
